any nitwit who believes any adult "owes money" to a child deserves to be living in Stalin's campground. The Dcse is a DUPLICATE and double book-keeping accounting racket the state of Va uses to launder FEDERAL WELFARE money that is NEVER EVEN LOANED out to parents -"on behalf of their children"...The entire agency is just a front for greedy lawyers who make a LIVING in the family courts as parasites. Mr. Surovell needs to endure that which he is attempting to Dole out -as an alleged servant of the public - FIRST. Mr. Surovell and all you Bar Card accomplices, need to spend a year in the revolving Debtor's Prisons just like the 177,000 parents you're kind are already going to be indicted for illegally jailing for UNVERIFIED, ALLEGED "debts" that are NOT OWED to the state.
