WHEREAS, over the past decade, major improvements have been made to Virginia Route 28 and along the Virginia Route 28 corridor in Northern Virginia; and

WHEREAS, improvements to the corridor are vital to the continued economic development of the fast-growing area that is home to Dulles International Airport, and the Smithsonian's National Air and Space Museum Steven F. Udvar-Hazy Center; and

WHEREAS, the Virginia Route 28 corridor is an essential component to the prosperity and quality of life in Fairfax and Loudoun Counties, the latter of which is among the fastest growing county in the United States; and

WHEREAS, the prosperity and quality of life in not only Fairfax and Loudoun Counties, but in the entire Commonwealth would be improved and preserved by the extension of Virginia Route 28 across the Potomac River into Maryland and its inclusion in the Interstate Highway System; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the Virginia Department of Transportation be requested to study the desirability and feasibility of extension of Virginia Route 28 across the Potomac River into Maryland and the inclusion of Virginia Route 28 in the Interstate Highway System.

In conducting its study, the Department shall consider not only the foreseeable costs and benefits of such a project, but also explore possible methods of financing it.

All agencies of the Commonwealth shall provide assistance to the Department for this study, upon request.

The Virginia Department of Transportation shall complete its meetings by November 30, 2012, and shall submit to the Governor and the General Assembly an executive summary and a report of its findings and recommendations for publication as a House or Senate document. The executive summary and report shall be submitted as provided in the procedures of the Division of Legislative Automated Systems for the processing of legislative documents and reports no later than the first day of the 2013 Regular Session of the General Assembly and shall be posted on the General Assembly's website.
