WHEREAS, Cynthia N. Hull has served as a powerful voice for those in need in the Northern Virginia area for more than three decades; and

WHEREAS, Cynthia Hull?s passionate belief that we are bound by a common humanity has driven her efforts to provide hope and promise to those facing difficult circumstances; and

WHEREAS, a graduate of the University of South Florida, Cynthia Hull earned a master?s degree from the University of South Florida and completed coursework toward a doctorate at the University of Florida; and

WHEREAS, Cynthia Hull served as the deputy director of Offender Aid and Restoration of Fairfax County, Inc., and as executive director of Offender Aid and Restoration of Arlington County, Inc.; and

WHEREAS, in those roles, Cynthia Hull worked to assist ex-offenders as they transitioned back into productive members of society; she oversaw community volunteers and therapeutic and employment counseling programs while developing positive relationships with local parole and probation offices; and

WHEREAS, in 2007 Cynthia Hull joined United Community Ministries in Alexandria as executive director, working to alleviate hunger, poverty, and homelessness while helping people lead more self-sufficient lives; and

WHEREAS, a powerful coalition builder who understands the importance of teamwork in facing community issues, Cynthia Hull has worked to bring together nonprofit organizations, county and state agencies, civic and government leaders, and the general public in an effort to better marshal resources during difficult economic times; and

WHEREAS, in fiscal year 2007, United Community Ministries served 9,000 people; by fiscal year 2011, that number had skyrocketed to 13,000; and

WHEREAS, a brilliant administrator, Cynthia Hull skillfully led United Community Ministries as it improved its Workforce Development Program to help individuals expand their job skills and obtained significant funding to enhance its three transitional housing programs during difficult times; and

WHEREAS, Cynthia Hull provided valuable guidance and insight as a member of the Rt. 1 Task Force for Human Services, South County Leadership Coalition, Ventures in Community, Nonprofit NoVA, and the Nonprofit Roundtable of Greater Washington; and

WHEREAS, a vital member of the community, Cynthia Hull has earned numerous awards and accolades for her distinguished service, including the Person of Vision Award from the Arlington County Commission on the Status of Women; U.S. Presidential Certificate for Outstanding Service to the Volunteer Criminal Justice Movement from Volunteers in Prevention, Probation and Prisons, Inc.; and designation as a Leader in Criminal Justice Volunteerism from the International Association of Justice; and

WHEREAS, a visionary and compassionate woman, Cynthia Hull has touched the lives of countless individuals over the course of her career, helping them face and forge their futures with a spirit of hope, a truly remarkable legacy; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby commend Cynthia N. Hull for her exemplary service to the residents of Northern Virginia; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Cynthia N. Hull as an expression of the General Assembly?s admiration and gratitude for her passionate commitment to those in need.
