Recognizing the African American representatives to the Virginia Constitutional Convention of 1867-1868. Recognizes and celebrates the outstanding service of the African American men elected to the Virginia Constitutional Convention of 1867-1868, on the occasion of the Sesquicentennial of the Emancipation Proclamation on January 1, 2013.
