AMENDMENT IN THE NATURE OF A SUBSTITUTE

A BILL to direct the Real Estate Appraiser Board to develop continuing education curriculum for licensees; report.

Be it enacted by the General Assembly of Virginia:

1.  § 1. That the Real Estate Appraiser Board shall evaluate the development of a continuing education curriculum for licensees that includes the effects of the use of energy efficiency and renewable energy equipment on the determination of the fair market value in the appraisal of non-income-producing residential real estate.

§ 2. On or before November 1, 2012, the Real Estate Appraiser Board shall report its findings to the (i) Chairmen of the House Committee on General Laws and the Senate Committee on General Laws and Technology and (ii) Housing Commission.

Be it enacted by the General Assembly of Virginia:

1.  That § 54.1-2014 of the Code of Virginia is amended and reenacted as follows:

§ 54.1-2014. Continuing education.

The Board may shall establish in regulations requirements for continuing education as a prerequisite to renewal of a license issued under this chapter. The Board shall require evidence of knowledge of the use of the income method to calculate values of energy efficiency and renewable energy in the appraisal of residential property as a prerequisite to renewal of any license issued under this chapter.
