Although this bill has an emergency clause in it, for practical reasons it cannot be applied to the upcoming March 6 presidential primary. (Absentee voting begins on January 21 and it would not be possible to print ballots or program voting machines to permit write-ins by that date.)

This issue should be deliberated and, if it is decided to make a change to allow write-in votes in primary elections, the law should take effect on a non-emergency basis in some future election year.
