Description

Localities; environmental impact reports and the purchase of certain deicing agents. Raises from $500,000 to $2 million the total cost after which highway construction, reconstruction, or improvement projects by localities would be required to have an environmental impact report. The bill also allows localities to purchase deicing agents containing urea for the purpose of deicing airports, provided the use of the deicing agent does not exceed benchmark monitoring parameters of stormwater permit requirements.
