Property Owners' Association Act; home-based businesses permitted. Provides that, except to the extent the declaration or rules and regulations duly adopted pursuant thereto expressly provide otherwise, no association shall prohibit any lot owner from operating a home-based business on his lot. The bill requires disclosure of any such prohibition in the association disclosure packet. The bill requires any home-based business to comply with all applicable local ordinances and defines "home-based business" as any enterprise for which the principal administrative and managerial activities take place within an individual's personal residence. The bill provides that the General Assembly finds that the bill's objectives serve the public interest by promoting Virginia's small businesses. Read the Bill »
