Recognizing the need for mitigation measures for disadvantaged populations adversely affected by the imposition of tolls.

WHEREAS, there is an expanding use of tolls and increase in toll amounts to support projects pursuant to the Public-Private Transportation Act of 1995; and

WHEREAS, there are no identifiable sources of reliable and sustainable revenue for sorely needed transportation projects and maintenance; and

WHEREAS, there is general disdain for tolls and overwhelming demand to rescind, reduce, or disallow the imposition of tolls on various highways in the Commonwealth; and

WHEREAS, tolls imposed in areas without alternate routes or adequate public transportation and with a high concentration of low-income persons, students, and seniors impose excessive hardship; now, therefore, be it

RESOLVED by the House of Delegates, That the House of Delegates recognize the need for mitigation measures for disadvantaged populations adversely affected by the imposition of tolls; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates transmit a copy of this resolution to the Secretary of Transportation and the Commonwealth Transportation Board in order that the members of the Commonwealth Transportation Board may be apprised of the sense of the General Assembly of Virginia in this matter during their deliberations.
