Celebrating the life of Cynthia Gillum Coiner.

WHEREAS, Cynthia “Cindy” Gillum Coiner, a faithful employee of the Virginia Department of Social Services, Division of Child Support Enforcement, died on January 16, 2013; and

WHEREAS, Cindy Coiner, a native of Manassas, Virginia, was the eldest of the three daughters of Marvin and Mardi Gillum; and

WHEREAS, Cindy Coiner earned her bachelor’s degree with honors in 1972 from Agnes Scott College in Atlanta, Georgia; and

WHEREAS, Cindy Coiner began her 37-year career in local social services agencies in 1972, and began working with the Virginia Department of Social Services, Division of Child Support Enforcement in 1987; and

WHEREAS, Cindy Coiner had worked as a legislative policy analyst for the Division of Child Support Enforcement since 1990; and

WHEREAS, Cindy Coiner’s insight, knowledge, and meticulous attention to detail were invaluable assets to the Division as a whole and particularly to its legislation team; and

WHEREAS, Cindy Coiner was gifted at developing cordial, positive, and productive working relationships with many General Assembly members and their staffs; and

WHEREAS, Cindy Coiner always worked diligently for the families of those seeking child support and sought to improve the child support program in Virginia, based on her lifelong dedication to the betterment of all children; and

WHEREAS, Cindy Coiner was a consummate professional whose life’s work was dedicated to advocacy for children and families; and

WHEREAS, Cindy Coiner was known to all as gentle in spirit; kind in thought, word, and deed; compassionate in nature; warm in humor; keen in insight; enthusiastic in her appreciation of life; and steadfast in her dedication to serving others; and

WHEREAS, Cindy Coiner was devoted to her husband, her parents, her children, her grandson, her sisters, her extended family, and her friends and colleagues; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly hereby note with great sadness the loss of Cynthia Gillum Coiner; and, be it

RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to the family of Cynthia Gillum Coiner as an expression of the General Assembly’s respect for her memory and gladness at having shared in her life.
