Note that this bill was not written by the General Assembly's Department of Legislative Services, which is quite extraordinary. That much was clear to me when I read the text, which is thick with mistakes. For example, it's broken down into titled sections labeled with Roman numerals ("III. Expedited Adoption Process"), which is a practice that is not used anywhere within the Code of Virginia. Also, misspelling "birth certificates" as "birth certificats" is the sort of sloppiness that DLS does not commit to law. Also, setting off definitions with em dashes and double dashes, variously (both are counter to the formatting of the Code), and inconsistent capitalization. I don't know if Del. Marshall wrote this one all by himself, or this was written by a (deeply incompetent) advocacy organization and distributed to legislators to be introduced in various legislatures, but if it became law, it'd be a hell of a mess.
