State Executive Council for Comprehensive Services for At-Risk Youth and Families; membership. Removes the Governor's Special Advisor on Children's Services from and adds a juvenile and domestic relations district court judge to be appointed by the Governor to the State Executive Council for Comprehensive Services for At-Risk Youth and Families.
