Department of General Services; disposition of certain surplus materials. Permits surplus materials from the Department of Defense Excess Property Program or other surplus property programs administered by the Commonwealth to be transferred or sold to Virginia charitable corporations granted tax-exempt status under 501(c)(3) of the Internal Revenue Code and operating as an educational institution devoted to emergency management training, preparedness, and response.
