Public institutions of higher education; year-round instruction. Repeals the section of the Code of Virginia that continues in effect a chapter of the Acts of Assembly that directs certain public institutions of higher education to be placed on a year-round basis of instruction as soon as their financial resources will warrant to expedite the training of teachers.
