Wetlands zoning ordinance; local credit for in-lieu fees. Adds to the standard coastal wetland zoning ordinance a requirement that a local wetlands board give a permit applicant credit toward local in-lieu fees in the amount of the fee he has paid to the Virginia Wetlands Restoration Trust Fund or another dedicated wetlands restoration fund.
