Number of circuit court judges; 10th Judicial Circuit. Adds a fourth circuit court judge to the 10th Judicial Circuit (Appomattox, Buckingham, Charlotte, Cumberland, Halifax, Lunenburg, Mecklenburg, and Prince Edward).
