Description
Applications for absentee ballots; photo identification required. Requires that any voter submitting his application for an absentee ballot by mail or by electronic or telephonic transmission to a facsimile device shall submit with his application a copy of one of the forms of identification acceptable under current law. Currently, only a voter who completes his application for an absentee ballot in person is required to show a form of identification. Read the Bill »

Comments
The ACLU of Virginia opposes any legislation that seeks to erode the right to vote and to have that vote counted. Nothing is more fundamental in our society than the right to vote. Voter ID laws are a misguided step backwards in our democracy. Lawmakers should be seeking ways to increase access to the voting booth, not restrictions. This legislation is likely to harm voters with disabilities that cast absentee ballots by mail. Voters with disabilities disproportionately lack valid photo IDs, and do not have accessible transportation and resources to obtain an ID at general registrars’ offices.
