VIRGINIA ACTS OF ASSEMBLY -- CHAPTER
An Act to allocate funding for certain Veterans Care Center projects.

Be it enacted by the General Assembly of Virginia:

1. § 1. In order to expedite the completion of certain Veterans Care Center projects, $66.7 million in Virginia Public Building Authority Bonds authorized in Item C-39.40 of Chapter 1 of the Acts of Assembly of 2014, Special Session I, shall be made available as a priority for the Hampton Roads Veterans Care Center project or the Northern Virginia Veterans Care Center project set forth in paragraph B of such Item. Bond proceeds may be used for, but are not limited to, the design, environmental assessments, and construction of one or both Veterans Care Centers. Prior to allocating bond proceeds to a project or projects, the Department of Veterans Services shall provide a plan of action to the Chairmen of the House Appropriations Committee and the Senate Finance Committee and the Secretaries of Veterans and Defense Affairs and Finance. The Director of the Department of Planning and Budget shall allocate bond proceeds up to the amounts provided above, and the same shall be appropriated, to the Department of Veterans Services so that the project or projects may proceed without further action by the Commonwealth, in accordance with 38 C.F.R. § 59.50 and 38 C.F.R. § 59.70(b).

§ 2. In addition to such priority allocation of bonds under § 1, the General Assembly hereby appropriates nongeneral funds in an amount equal to any federal grant funds to the Department of Veterans Services for the Veterans Care Center projects described in § 1.

§ 3. Each Veterans Care Center project is authorized up to a 230-bed facility.

In order to expedite the completion of the Hampton Roads Veterans Care Center project, $32.7 million in Virginia Public Building Authority Bonds authorized in Item C-39.40 of Chapter 1 of the Acts of Assembly of 2014, Special Session I, shall be made available as a priority for the Hampton Roads Veterans Care Center project set forth in paragraph B of such Item. Upon certifications from the Virginia Department of Veterans Services to the State Treasurer and the Director of the Department of Planning and Budget that a federal grant or grants have been awarded for the Hampton Roads Veterans Care Center project, the Director of the Department of Planning and Budget shall allocate in bond proceeds up to the amounts provided above, and the same shall be appropriated, to the Virginia Department of Veterans Services so that the project or projects may proceed without further action by the Commonwealth, in accordance with 38 C.F.R. § 59.50 and 38 C.F.R. § 59.70(b).

§ 2. In addition to such priority allocation of bonds under § 1, the General Assembly hereby appropriates $60.7 million in nongeneral fund authority for federal grant funds to the Virginia Department of Veterans Services for the Hampton Roads Veterans Care Center project.

Be it enacted by the General Assembly of Virginia:

1. § 1. In order to expedite the completion of the Hampton Roads Veterans Care Center project, $32.7 million shall be made available, from such bonds identified and authorized by the General Assembly in a separate act adopted by the 2015 Session of the General Assembly for such purpose, as a priority for the Hampton Roads Veterans Care Center project.

§ 2. In addition to such priority allocation of bonds under § 1, the General Assembly hereby appropriates $60.7 million in nongeneral fund authority for the Hampton Roads Veterans Care Center project. The source of such nongeneral funds shall be federal funds.

§ 3. The Hampton Roads Veterans Care Center project is authorized up to a 230-bed facility.

In order to expedite the completion of the Hampton Roads Veterans Care Center project, of the $300 million in Virginia Public Building Authority bonds authorized in paragraph E.1. of Item C-39.40 of Chapter 1 of the Acts of Assembly of 2014, Special Session I, [  $28.5 $32.7 ] million shall be made available as a priority for the Hampton Roads Veterans Care Center project set forth in paragraph B of such Item.

§ 2. No bonds authorized pursuant to paragraph E.1. of Item C-39.40 shall be used for any other purpose until the state share of the funding requirements of the Hampton Roads Veterans Care Center project and the Northern Virginia Veterans Care Center project, as both are set forth in paragraph B of such Item, have been met in full through an allocation of the proceeds of such $300 million of Virginia Public Building Authority bonds authorized.

§ 3. In addition to such priority allocation of bonds under §§ 1 and 2, the General Assembly hereby appropriates [ $59.9 $60.7 ]  million in nongeneral fund authority for the Hampton Roads Veterans Care Center project. The source of such nongeneral funds shall be federal funds.
