Description
Public schools; organizations governing interscholastic programs. Prohibits a public school from becoming a member of any organization or entity whose purpose is to regulate or govern interscholastic programs that charges membership fees or dues established by a formula based on student enrollment unless such organization or entity apportions voting rights to member schools based on the same formula. This is clearly about one very specific organization. Anybody know which one?
HB1415 is designed to address problems with the Virginia High School League ("VHSL"), which is a private organization allowed to regulate public school academic and athletic competitions. The VHSL charges membership based on student population data, but doesn't apportion voting power in the organization the same way. The current voting structure has led to some unpopular and costly changes (such as a move from 3 competition divisions to 6) that a majority of Virginia's families opposed. So this bill deals with that flaw.
Oh, right. There's a bill every year that proposes to regulate "any organization or entity whose purpose is to regulate or govern interscholastic programs that charges membership fees or dues," and every year I forget that it's VHSL. Thank you!
