SENATE BILL NO. 663
AMENDMENT IN THE NATURE OF A SUBSTITUTE
(Proposed by the Senate Committee on Finance
on February 4, 2014)

A BILL to create a community college mental health services pilot program.

Be it enacted by the General Assembly of Virginia:

1. § 1. With such funds as may be appropriated for this purpose, the Virginia Community College System shall create a pilot program whereby it (i) establishes a plan or (ii) contracts with community groups or (iii) both to provide mental health services to uninsured students and such other students as the System may identify at four community college campuses in the Commonwealth, as determined by the System. A central program manager who is a licensed mental health care practitioner shall supervise the program. The central program manager shall issue a report to the General Assembly by October 30, 2015.

2. That the provisions of the first enactment of this act shall expire on June 30, 2016.

3. That the provisions of this act shall not become effective unless an appropriation effectuating the purposes of this act is included in a general appropriation act passed in 2014 by the General Assembly that becomes law.

Be it enacted by the General Assembly of Virginia:

1. § 1. With such funds as may be appropriated for this purpose beyond the Virginia Community College System's (System) existing budget, the System shall create a pilot program whereby it (i) establishes a plan or (ii) contracts with community groups or (iii) both to provide mental health services to uninsured students and such other students as the System may identify at eight community college campuses in the Commonwealth, as determined by the System. A central program manager shall supervise the program.

2. That the provision of mental health services pursuant to the pilot program created by this act shall continue (i) through June 30, 2016, or (ii) until funds are no longer available to carry out the provisions of this act, whichever occurs sooner.
