Transcript

This is a transcript of the video clips in which this bill is discussed.

Del. Bill Howell (R-Fredericksburg): MR. GILBERT. >> THOSE IN FAVOR SAY AYE. OPPOSED, NO.

Del. Todd Gilbert (R-Woodstock): MR. SPEAKER, UNDER CURRENT LAW IT'S A MISDEMEANOR TO VIOLATE A PROTECTIVE ORDER AFTER CAREFUL DISCUSSIONS AND CONSIDERATION IN THE OFF SEASON AND TRYING TO CAPTURE THE TRULY BAD ACTORS, ONE APPROACH IS TO FURTHER PENALIZE AND ENHANCE PENALTIES FOR VIOLATING WHILE ARMED. SO THIS BILL WOULD DO THAT. MR. SPEAKER?

[Unknown]: MR. SPEAKER, I ASK ABOUT THE DIFFERENCE BETWEEN EMERGENCY PROTECTIVE ORDERS AND I GUESS WHAT YOU WOULD CALL PERMANENT PROTECTIVE ORDERS. DOES YOUR ENHANCED PENALTY ONLY APPLY TO PEOPLE WHO HAVE BEEN ADJUDICATED THROUGH COURT TO BE SUBJECT TO A PROTECTIVE ORDER? OR DOES IT APPLY TO PROTECTIVE ORDERS SOMETIMES PEOPLE SAY ARE HANDED OUT LIKE CANDY?

Del. Todd Gilbert (R-Woodstock): I WOULD ANSWER BY SAYING IT APPLIES TO ALL TO THE BEST OF MY KNOWLEDGE.

[Unknown]: THANK YOU, MR. SPEAKER.

Del. Todd Gilbert (R-Woodstock): PROTECTIVE ORDER AND ARMED WHILE DOING SO. I ASK WE ACCEPT THE SENATE SUBSTITUTE.

[Unknown]: SHALL THE SENATE SUBSTITUTE BE AGREED TO? CLERK WILL CLOSE THE ROLL.

Del. Todd Gilbert (R-Woodstock): AYE, 95, NO, 0. THE SENATE SUBSTITUTE IS AGREED
