[Unknown]: Clerk: AYES 35, KNOWS FOUR. President: THE BILL PASSES, HOUSE BILL 1291, A BILL RELATING TO THE VIRGINIA LOTTERY, TICKET CARRIER SERVICES PROHIBITED, REPORTED FROM THE COMMITTEE ON GENERAL LAWS AND TECHNOLOGY. President: THE SENATOR FROM MECKLENBURG. I MOVE THAT THE BILL PASS. SPEAKING TO THE MOTION? President: THE SENATOR HAS THE FLOOR. THIS DEALS WITH OPERATIONS THAT ARE CALLED TICKET COURIER SERVICES. THE BILL PROVIDES THAT THOSE SERVICES THAT OPERATE FOR THE PURPOSE OF PURCHASING VIRGINIA LOTTERY TICKETS ON BEHALF OF INDIVIDUALS LOCATED WITHIN OR OUTSIDE THE COMMONWEALTH AND TRANSMITTING SUCH TICKETS OR ELECTRONIC IMAGES, THEREFORE, AS A FOR PROFIT DELIVERY SERVICE. THERE HAVE BEEN SEVERAL COMPANIES THAT HAVE BEEN BUYING TICKETS FOR PEOPLE OUTSIDE THE STATE, OUTSIDE THE COUNTRY, AND SENDING THEM A PHOTOCOPY OR OTHER TRANSMISSION DEALING WITH THE -- WITHOUT ACTUALLY BUYING THE TICKET AS SUCH. President: THE SENATOR FROM ROANOKE COUNTY, SENATOR SUETTERLEIN. THOSE OF YOU WHO REVIEW THE JOURNAL -- OR THE CALENDAR, YOU'LL SEE I'M THE ONLY NO RECORDED ON THIS. I'M NOT GOING TO TELL YOU WHY YOU SHOULD ALL JOIN ME IN THIS BUT THIS WAS CONSIDERED AT THE END OF THE GENERAL LAWS MEETING THE OTHER DAY, AND SOME OF YOU WHO ACTUALLY SPOKE AGAINST THE COMPANION BILL HAD LEFT PROXIES WITH FOLKS WHO VOTED YOU'S NOW IN FAVOR OF THE BILL. I DIDN'T SPEAK TO THE BILL IN COMMITTEE BUT SOME OF YOU DID, AND IF YOU WANT TO KEEP THE SAME POSITION THAT YOU ARTICULATED AT THAT TIME, YOU MIGHT JUST WANT TO PAY ATTENTION AND VOTE NO AS THANK YOU, MR. PRESIDENT. WELL. President: THANK YOU, SENATOR. THE QUESTION IS SHALL HOUSE BILL 1291 PASS? ALL IN FAVOR OF THE MOTION WILL OPPOSED, NO. RECORD THEIR VOTE AYE; THOSE ARE THE SENATORS READY TO VOTE?
