Description
Line of Duty Act. Revises the Line of Duty Act (the Act) by codifying revisions to the Act from the appropriation act and, among other changes, transferring overall administration of the Act to the Virginia Retirement System, transferring administration of health insurance benefits under the Act to the Department of Human Resource Management, and creating the Line of Duty Health Benefits Plan, a separate health benefits plan for beneficiaries under the Act. The bill has a delayed effective date of July 1, 2017. Read the Bill »

Del. Chris Jones (R-Suffolk): MR. SPEAKER, LAST YEAR WE PASSED A BILL THAT REQUIRED INTERIM, TO WORK TOGETHER TO LOOK AT THE LINE OF DUTY. WHAT WE HAVE BEFORE YOU ON HOUSE BILL 1345 IS THAT BILL. THE MEETINGS WERE VERY, VERY PRODUCTIVE. WE HAD WHAT IS BEFORE YOU IS A BILL TAKING TO VRF, DETERMINATION OF ELIGIBILITY AND DECISIONS THAT BE BEING MADE BY THE MEDICAL REVIEW BOARD. AND EXTREME LINE OF PROCESS. WE HAVE ON THE APPEAL PROCESS, YOU CAN ONLY APPEAL TO THE CIRCUIT COURT. NOW, YOU'LL BE ABLE TO GO TO APA. CURRENTLY, ONCE APPROVED THERE IS NO FURTHER REVIEW. IF SOMEONE HAD A CATASTROPHIC INJURY THEY'D NOT HAVE TO GO THROUGH A REVIEW. WE CHANGE FROM SPOUSES REMAINING ELIGIBLE UNDER THE CURRENT PLAN UNDER THE PLAN APPROVED IN JULY NEXT YEAR SURVIVING SPOUSES WOULD ONLY BE ELIGIBLE UNTIL THEY REMARRY OR IF THEY GET DIVORCED IT WOULD NO LONGER BE ELIGIBLE. WE HAVE INCREASED COVERAGE OF CHILDREN FROM AGE 21 TO 26 REGARDLESS OF WHETHER YOU'RE IN COLLEGE OR NOT. AND HAVE CREATED A PLAN, ONE PLAN FOR HEALTH CARE. FOR ALL OF THOSE IN THE LINE OF DUTY. WE ALSO HAVE LET'S SEE. ONE OF THE QUESTIONS THAT WAS LOOKED AT IS SHOULD WE AT AGE 65 SHOULD AN INDIVIDUAL GO OFF OF A LINE OF DUTY COVERAGE AND UNDER ON MEDICARE? WE DISCUSSED THAT. THAT WAS IN THE ORIGINAL DRAFT OF THE BILL. LAST WEEK DECIDED THAT THAT WOULD NOT OCCUR UNTIL AFTER JULY 1ST OF 2017. THAT WAY, NO ONE CURRENTLY IN THE PLAN WOULD BE ADVERSELY AFFECTED. THERE ARE TECHNICAL CHANGES MADE TO THIS. AND I WILL SAY IT WAS, I WAS VERY PLEASED WITH THE VOTE THAT
