Del. Bobby Orrock (R-Thornburg): WAY WHEREBY THE STAKEHOLDERS COULD ADDRESS QUESTIONS AS TO WHAT A PRIVATE ANIMAL SHELTER CAN OR CANNOT DO. THE SENATE SUBSTITUTE, WHICH I HAVE EMBRACED, AND THE LANGUAGE WAS SUGGESTED TO ME BY THE INITIAL OPPONENTS, PUTS IN PLACE WHERE THEY WILL GO INTO THE REGULATORY PROCESS AND WORK IT OUT. THAT WAS MY ULTIMATE GOAL. I ASK THE BODY WILL ACCEPT THE SENATE AMENDMENTS.

Excellent clarification. Private animals shelters operate to assist unique populations sometimes. Intake shouldn't be based on whether or not an animal is adoptable.

It is my strong believe that shelters primary goal should be to adopt animals to good homes. No kill shelters are very successful and should be used as models for those who continue to euthanize animals without doing everything to find good homes. This bill would allow shelters to kill perfectly healthy animals and should not be become a law.

There is nothing in this bill (Mary Tully) that suggests that intake be based on whether an animal is adoptable. It is intended to make sure that the goal of the shelter is not to simply euthanize all of them. That is definitely stretching the concept and definition of a "shelter," - and that is the real clarification needed.

Hi Tom,

There's a big difference between having a "goal of euthanizing every animal" and operating for the purpose of providing no-cost humane euthanasia to owned animals who are suffering and feral cats who are unwanted in their communities. No Virginia animal shelter endeavors to euthanize healthy, adoptable animals. To suggest otherwise is irresponsible.

But when shelters set quotas with regards to adoption, as is the case with many so-called "no kill" shelters, admissions are limited to highly adoptable/easily treatable animals. The flip side of this is that other shelters must rise to meet the needs of sick and injured community animals, and their "statistics" are going to be reflective of that.
