Description

Behavioral Health and Developmental Services Trust Fund; use of funds. Provides that the proceeds from the sale of vacant buildings and land resulting from the closure or downsizing of any state training center that are deposited in the Behavioral Health and Developmental Services Trust Fund shall be used only for the purpose of providing community-based services to individuals with intellectual and developmental disabilities. What ever happened to all the work being done on trying to make the local auxiliary grants portable? Not limiting them to just assisted living facilities? It seems that if the grants were able to be used for other types of living situations they would help alleviate the overcrowding in state psychiatric hospitals by assisting in the discharge of people that have been determined ready for discharge.

Question: is keeping a person in a locked psychiatric facility, after they have been deemed ready for discharge, a violation of their civil rights?
