Description

Charter; City of Colonial Heights. Clarifies that the city's director of finance has the responsibility of collecting all tax payments, fees, assessments, and charges that the city imposes. The city treasurer shall continue to collect all tax returns, tax payments, fees, assessments, and charges imposed by or payable to the Commonwealth. Certain duties related to the sale of tax-delinquent property are shifted from the city treasurer to the director of finance. Read the Bill »

THERE PRESIDENT, COLONEL HEIGHTS PUT THIS BILL IN AND I THOUGHT I WAS NECESSARY TO BRING IT TO THE FLOOR AND IN ORZ TO DO, SO I BE A SANE. IT OTHERWISE PASSED 11 YES AND ZERO NOS. WHAT THIS DOES IS IT CHANGES THE AND OBLIGATIONS OF THE TREASURER AND PUT PUTS IT BACK IN THE HANDS OF THE CITY FINANCE DIRECTOR OR MANAGER. THE STATUTE WAS SPECIFIC WHAT THE DUTIES OF THE TREASURER WERE. THOSE HAVE BEEN STRIPPED OUT AND THOSE HAVE BEEN ASSIGNED IN A MORE GENERAL FASHION TO THE CITY MANAGER WHO CAN THEN APPOINT OR CONSTITUTIONAL OFFICES, DUTIES BY THE COUNCIL A DIRECTOR OF FINANCE. IT JUST KIND OF REDUCING THE OBLIGATIONS OF THE CONSTITUTIONAL OFFICE OF TREASURER AND THEY SAID THAT THEY NEEDED IT BECAUSE BEING THAT IT'S AN ELECTED POSITION, THERE'S NO PREREQUISITE IN TERMS OF QUALIFICATIONS FOR A TREASURER. THEY'VE BEEN CONCERNED ABOUT AUDITS AND BOOKKEEPING, SO THEY WANTED SOMEONE SUCH AS CPA, A PROFESSIONAL TO BE PROPERLY ADMINISTER THE FINANCES OF COLONIAL HEIGHTS AND FOR THOSE REASONS I THOUGHT IT IN HE IS TO BRING TO THE FLOOR SINCE WE WERE ELIMINATING A CONSTITUTIONAL OFFICE, WE SHOULD DO SO AS A BODY AND FOR THOSE REASONS, I ALSO RENEW MY MOTION THAT HB 1114 PASS, SIR.

IT CAME FROM THE TREASURER'S ASSOCIATION. IT SAYS THE CITY COUNCIL MAY AUTHORIZE THE TREASURER TO ASSUME SUCH DUTIES AS THE DIRECTOR OF FINANCE, AS THE COUNCIL DEEMS APPROPRIATE, IN OTHER WORDS, IF THEY WANT TO GO BACK, LET THE TREASURER DO THAT, THEY CAN DO THAT BY ORDINANCE, INSTEAD OF COMING HERE WITH A CHARTER CHANGE. WITH THAT, MR. SPEAKER, I HOPE YOU WILL ACCEPT THE SENATE AMENDMENTS.
