Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 30-17.1 as follows:

§ 30-17.1. Consideration of introduced bills, resolutions, or budget amendments.

Any bill, resolution, joint resolution, substitute, or budget amendment introduced by a member of the House of Delegates or the Senate shall be considered by the committee of purview or a subcommittee thereof in the house of introduction and shall receive a recorded vote. If reported from the house of introduction, the bill, resolution, joint resolution, substitute, or budget amendment shall be considered by the committee of purview or a subcommittee thereof in the other chamber and shall receive a recorded vote.
