Description

Voter registration; cancellation of registrations for persons identified through list comparisons and data matching exchanges with other states. Provides for the cancellation of the registration of a voter who is identified through list comparisons and data matching exchanges with other states as being registered in another state. The Department of Elections is directed to send a notice to the voter of the out-of-state registration record and to provide a postage prepaid, pre-addressed return card by which the voter may verify or dispute the out-of-state registration record. Upon receipt of a return card verifying the out-of-state registration record, the Department is required to transfer the return card to the appropriate general registrar, who shall cancel the voter's registration record pursuant to applicable state law. Upon receipt of a return card disputing the out-of-state registration record, the Department is required to notify the appropriate authority in that state, which may include providing a copy of the return card disputing the record. If a return card is not received within 30 days, the Department is required to notify the appropriate general registrar, who shall cancel the voter's registration record. The bill also requires the Department to utilize data regarding voter registration received through data matching exchanges with other states to carry out its duties regarding voter list maintenance.
