PRESIDENT, AND MEMBERS THE COMMITTEE, HOUSE BILL 180 DEALS WITH ESTABLISHMENT OF DRUG TREATMENT COURTS AND SPECIFICALLY UNDER SUB-SECTION A SUBJECT TO THE REQUIREMENTS AND CONDITIONS OF THE LOCALITIES THAT THE DRUG COURTS WERE SPECIFICALLY ALLOWED IN CERTAIN COUNTIES AND CITIES. AND SINCE THAT TIME AND I DON'T MEAN -- AND I LIVE BY THE GET YOUR OWN BILL PROCESSED AROUND HERE -- BUT SINCE THAT TIME WE HAD SOME VERY DISTURBING INFORMATION COMING FROM OUR CITIES ESPECIALLY IN THE CITY OF DANVILLE WITH REGARD TO DRUG ABUSE AND USE OF NARCOTICS AND ESPECIALLY OPIOIDS. I HAD GOTTEN A CALL FROM OFFICIALS IN DANVILLE AND THEY CALLED MYSELF AND REPRESENTATIVES THAT REPRESENT THE CITY OF DANVILLE AND ASKED IF WE COULD JUST INCLUDE THE CITY OF DANVILLE TO THIS. I WOULD REMIND EVERYBODY THAT CITY OF DANVILLE ONCE THE GREAT AND PROUD CITY BUT STILL THE GREAT AND PROUD CITY HAD THE LOWEST UNEMPLOYMENT RATE. WE ARE REALLY SUFFERING FROM AN OPIOID ADDICTION WHETHER IT BE IN THE FORM OF PRESCRIPTION DRUGS OR HEROIN AFFECTING REALLY GOOD PEOPLE AND THEN THEY BECOME A PART OF THE SYSTEM IN THE SENSE THAT THEY ARE ARRESTED AND SUBJECTED TO CRIMINAL PROSECUTION. WE KNOW THAT THE COURTS HAVE A REAL PURPOSE TO HELP PEOPLE WHO ARE IN THIS WAY ONLY BECAUSE OF THEIR CONDITION AND NOT BECAUSE OF INTENT TO DO ILL-WILL TO THEMSELVES OR OTHERS. WE CAN HELP THEM THROUGH THE DRUG COURTS. I COULD WOULD ASK THAT WE AGREE AND ADD THE GREAT CITY OF DANVILLE TO THIS OTHERWISE VERY GOOD BILL, SIR. THANK YOU, SENATOR.
