Northern Virginia Transportation Authority. Provides that the population criterion required for decisions of the Northern Virginia Transportation Authority shall be the estimates, not the projections, made by the Weldon Cooper Center for Public Service of the University of Virginia. The distinction here is that projections are made every 2–4 years, while estimates are made annually. Projections are forward looking (about what the population will be decades from now), while estimates are what the population is now.
