A BILL to amend and reenact § 46.2-749.48 of the Code of Virginia, relating to special license plates for supporters of Family and Children's Trust Fund bearing the legend KIDS FIRST.

Be it enacted by the General Assembly of Virginia:

1. That § 46.2-749.48 of the Code of Virginia is amended and reenacted as follows:

§ 46.2-749.48. Special license plates for supporters of Family and Children's Trust Fund; fees.

On receipt of an application and payment of the fee prescribed by this section, the Commissioner shall issue special license plates for supporters of the Family and Children's Trust Fund established pursuant to Chapter 21 of Title 63.2 (63.2-2100 et seq.). However, the Commissioner shall not issue special license plates for supporters of the Family and Children's Trust Fund bearing the legend KIDS FIRST to an applicant who is registered pursuant to the Sex Offender and Crimes Against Minors Registry Act (§ 9.1-900 et seq.).

The annual fee for plates issued pursuant to this section shall be twenty-five dollars $25 plus the prescribed fee for state license plates. For each such twenty-five-dollar $25 fee collected in excess of 1,000 registrations pursuant to this section, fifteen dollars $15 shall be paid into the state treasury and credited to the Family and Children's Trust Fund.

2. That the provisions of this act prohibiting issuance of special license plates for supporters of the Family and Children's Trust Fund bearing the legend KIDS FIRST shall apply to applications for renewal  of vehicles that have been issued a license plate pursuant to § 46.2-749.48 of the Code of Virginia.
