Description

Department of General Services; regulation of firearms. Provides that, unless expressly authorized by statute, the Department of General Services shall not adopt or enforce any rule, regulation, or policy precluding the possession of a concealed handgun by a person with a valid concealed handgun permit. The bill likewise provides that no department, agency, or institution of the Commonwealth occupying property in the charge of the Department's Division of Engineering and Buildings shall adopt any similar prohibition. Finally, the bill invalidates the provisions of Executive Order 50, which prohibits the carrying of firearms in buildings occupied by executive branch agencies, and any regulations adopted to implement Executive Order 50.
