Description
Issuance of licenses, permits, and special identification cards to certain aliens. Authorizes the Department of Motor Vehicles to issue temporary driver's licenses, permits, and special identification cards to aliens granted "withholding of removal" under 8 U.S.C. 1231(b)(3), also found at 241(b)(3)of the Immigration and Nationality Act, or under 8 C.F.R. 1208.16(c), also referred to as the Convention Against Torture. Comments
The ACLU of VA supports this bill. However, it does not go far enough to cure problems under Sec 46.2-328.1, which denies many immigrants and visa holders from attaining a VA driver's license. Virginia should extend driving privileges to all immigrants that are not unlawfully in the country.
