ACLU-VA Women's Rights and Reproductive Freedom, tracking this bill in Photosynthesis, notes:

The ACLU of Virginia opposes this bill, which seeks to lay a foundation to outlaw abortions in Virginia in the event of a reversal of current Supreme Court precedent, even for rape or incest victims, or when the life of the woman is at risk.

ACLU-VA Women's Rights and Reproductive Freedom writes:

The ACLU of Virginia strongly opposes this bill.

Wayne A.Moyer, Ph.D. writes:

Life does not begin at conception because it never ends. All of the egg cells a woman ever has area present at her birth, awaiting their turn for release. Development is a continuous process which has no beginning and ends only at death. Please keep the Biblical definition of taking the first breath as the beginning of a person.

Jarica Davis writes:

I oppose this bill, and every one like it.
Geez, why don't we make a law that every sperm is sacred and prosecute every man that wastes a single one? Sperm can only be set free to fertilize an egg, and only when a woman is actually ovulating.
Maybe women should swallow a camera to look into her uterus to verify...oh, wait...that is not how anatomy works! SCIENCE.
