Celebrating the life of Richard T. Allan, Jr.

WHEREAS, Richard T. Allan, Jr., a proud veteran of the United States Armed Forces and the Central Intelligence Agency and an active member of the Falls Church community, died on October 9, 2015; and

WHEREAS, a native of Battle Creek, Michigan, Richard Allan excelled in his education, earning bachelor’s and master’s degrees from the University of Michigan and conducting graduate studies at Harvard University; and

WHEREAS, Richard Allan joined many of the other young men of his generation in service to his country as a member of the United States Air Force during World War II; after the war, he deployed to Japan as part of the occupation force for two years, and he returned to Japan during the Korean War as a member of the United States Army; and

WHEREAS, after his military service, Richard Allan joined the Central Intelligence Agency (CIA) as an intelligence analyst; he rose through the ranks and earned the CIA Meritorious Service Medal when he retired as director of Basic and Geographic Intelligence in 1977; and

WHEREAS, in later life, Richard Allan volunteered his time and talents at the Mary Riley Styles Public Library in Falls Church; by organizing daily used book sales and identifying rare and valuable books, he helped raise more than $250,000 for the library’s general fund; and

WHEREAS, seeking to enhance the quality of life of all Falls Church residents, Richard Allan also worked with the Affordable Housing Committee and the Village Preservation and Improvement Society; and

WHEREAS, Richard Allan will be fondly remembered and greatly missed by his beloved wife of 60 years, Betty; children, James, Christian, and Susan, and their families; and numerous other family members and friends; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby note with great sadness the loss of Richard T. Allan, Jr., a distinguished veteran and a dedicated volunteer in Falls Church; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of Richard T. Allan, Jr., as an expression of the General Assembly’s respect for his memory.
