Description

Taxes for certain local improvements; Orange County. Adds Orange County to those localities with authority to impose taxes or assessments upon the abutting property owners for the initial improving and paving of an existing street provided not less than 50 percent of such abutting property owners who own not less than 50 percent of the property abutting such street request the improvement or paving. The law provides that the taxes or assessments permitted shall not be in excess of the peculiar benefits resulting from the improvements to such abutting property owners. Read the Bill »

Sen. Bryce Reeves (R-Spotsylvania): THANK YOU, MR. PRESIDENT. I MOVE THE PASSAGE OF THE BILL AND SPEAKING TO THE BILL.

Sen. Bryce Reeves (R-Spotsylvania): LADIES AND GENTLEMEN OF THE BODY, THIS IS JUST CAME BECAUSE ORANGE COUNTY HAS SOME ROADS IN A DEVELOPMENT THAT THEY CANNOT COMPLETE AND GET PUT INTO THE SYSTEM WITHOUT THIS LEGISLATIVE AUTHORITY THEY DON'T HAVE THE OPPORTUNITY TO SET UP A TAXING AUTHORITY THAT WAS REQUESTED BY THE NEIGHBORHOOD WHOSE ROADS ARE NOT COMPLETED SO THIS DELEGATES THAT AUTHORITY TO THAT LOCAL BODY AS KIND OF A CHRISTMAS TREE EFFECT WITH CHESAPEAKE, NORFOLK, RICHMOND AND VIRGINIA BEACH AND WE CAN THAT ORANGE COUNTY BE ALLOWED TO DO THAT. THE COST OF THE ROADS IS ABOUT $120,000 AND THEY DON'T HAVE IT IN THE BUDGET AND FOLKS IN THAT NEIGHBORHOOD WOULD LIKE THE ROADS BACK. THANK YOU, MR. PRESIDENT.

[Unknown]: I YIELD. DOES THIS REQUIRE THEM TO BE IN AGREEMENT OR JUST ALLOW THE COUNTY TO SET UP A SPECIAL TAXING DISTRICT AND TAX THOSE PEOPLE WHO ABUT THE ROADS IN ORDER TO PAY FOR THEM? THE SENATOR FROM SPOTSYLVANIA. MR. PRESIDENT, I SAID THAT THEY ARE IN CONCURRENCE BUT THE CODE ALIES THE COUNTY TO DO THAT. THE NEIGHBORHOOD DEVELOPMENT ASKED THAT WE DO THIS BECAUSE THEY CAN'T GET IT FIXED WITHOUT IS. THANK YOU, MR. PRESIDENT.
