Establishes the Virginia National Guard Morale, Welfare, and Recreation Program and Fund to provide leisure, recreation, and lodging opportunities for Virginia National Guard members and their families, Virginia Defense Force members and their families, employees of the Department of Military Affairs and their families, and other users of Department facilities as authorized by the Adjutant General. ONLINE, NUMBER 31, AFTER THE WORD PROGRAM, INSERT THE WORD AND AND ON LINE 32, AFTER THE WORD PROGRAM, STRIKE THE REMAINDER OF LINE 32 AND THROUGH THE WORD ASSEMBLY, ON LINE 33.

SPEAKER, THE AMENDMENT AMENDS THE UNDER LYING BILL WHICH ESTABLISHES A MORALE, WELFARE AND RECREATION PROGRAM AND FUND TO PROVIDE LEISURE AND LODGING OPPORTUNITIES FOR GUARDSMEN AND THEIR FAMILIES AND EMPLOYEES OF THE DEPARTMENT OF MILITARY AFFAIRS AND THEIR FAMILIES AND OTHER USERS OF DEPARTMENT FACILITIES. WHAT THE AMENDMENT DOES IS REMOVES FROM THE BILL ANY POTENTIAL THAT THERE WOULD BE A GENERAL FUND APPROPRIATION OF THIS SORT OF STUFF. THIS WOULD HAVE TO COME FROM OTHER SOURCES FROM OUTSIDE STATE GOVERNMENT. THIS IS A WAY WE CAN MAKE SURE WE'RE NOT ON THE HOOK TO DO THIS STUFF. NWR FUNDS ARE FOUND THROUGHOUT THE ACTIVE MILITARY FORCE AND SO, THIS WOULD BE SOMETHING SIMILAR FOIR A GUARDSMAN BUT NOT FUNDED BY YOUR TAX DOLLARS. SO MR. SPEAKER, I MOVE THE AMENDMENT. MR.
