Sen. Barbara Favola (D-Arlington): THANK YOU, MR. PRESIDENT. I MOVE THAT THE SENATE CONCUR WITH THE HOUSE SUBSTITUTE AND THAT WE PASS THE MEASURE. WHAT THE BILL DOES IS ESSENTIALLY ENABLE LOCAL JURISDICTIONS TO POST A SIGN ON PRIVATE PROPERTY, SINGLE-FAMILY HOME PROPERTY, WHEN AN IN-FILL GRADING PLAN HAS BEEN FILED FOR THE DEVELOPMENT OF A NEW HOME. WHAT THE HOUSE SUBSTITUTE DOES IS IT ADDS LANGUAGE THAT WE WERE ASKED TO ADD BY FOLKS IN THE DEVELOPMENT COMMUNITY AND THE HOUSE SUBSTITUTE ESSENTIALLY SAYS THAT THE LOCALITY MAY NOT REQUIRE THE APPLICANT, WHICH WOULD BE THE HOME DEVELOPER, TO DO THE POSTING AND THE LOCALITY CANNOT DENY THE IN-FILL GRADING PLAN BECAUSE THE SIGN WAS NOT POSTED. SO WITH THOSE ADDITIONS, AGAIN, I THINK THAT THIS IS A MEASURE THAT INFORMS NEIGHBORS, THE DEVELOPERS HAVE AGREED TO IT, AND I THINK IT'S A STEP FORWARD. I ASK THAT THE SENATE ADOPT THE BILL -- THE HOUSE SUBSTITUTE.
