Description

Nurse practitioners; practicing outside of a patient care team. Authorizes a nurse practitioner to practice without the requirement for collaboration and consultation with a patient care team physician as part of a patient care team or a written or electronic practice agreement between the nurse practitioner and a physician in any clinic that is located in a medically underserved area of the state or an area of the state that has an unemployment rate of one and one-half times the statewide average unemployment rate.. THE ORIGINAL LANGUAGE OF SENATE BILL 369 WOULD HAVE CAUSED THAT PROGRAM TO HAVE TO BE TERMINATED. THE GOVERNOR'S AMENDMENTS ALLOW THAT PROGRAM TO CONTINUE TO SERVE THAT AREA, IT'S BEEN DOING SO VERY WELL FOR A NUMBER OF YEARS. I HOPE IT WOULD BE THE PLEASURE OF THE BODY TO ACCEPT THE GOVERNOR'S RECOMMENDATION.

Bill Stanley (R-Moneta): YOU MAY RECALL THAT SENATE BILL 369 ESTABLISHED A PILOT TELEMEDICINE PROGRAM FOR NURSE PRACTITIONERS, PATIENT CARE TEAMS AND ESPECIALLY IN UNDERSERVED AND UNDERPRIVILEGED RURAL AREAS TO GIVE INCREASED ACCESS TO GOOD HEALTHCARE FOR CITIZENS THAT LIVE IN THE AREAS. THE GOVERNOR AMENDED TO PROVIDE THAT IN THE CASE OF INDIVIDUALS RECEIVING PSYCHIATRIC SERVICES FROM A COMMUNITY SERVICES BOARD, A FREE CLINIC OR A FEDERALLY QUALIFIED HEALTH CENTER THROUGH THE UVA CENTER FOR TELEHEALTH THE REQUIREMENT FOR EXAMINATION FOR THE PURPOSE OF PRESCRIBING KRUGS MAY BE SATISFIED THROUGH THE USE OF THE TELEMEDICINE PROGRAM. WHAT THIS DOES IN ESSENCE IS MAKES IT CLEAR THAT THE REQUIREMENT OF EXAMINATION FOR PSYCHIATRIC SERVICES FOR THE PURPOSES OF PRESCRIBING DRUGS AS WE FOUND CAN BE SATISFIED THROUGH TELEMEDICINE. IT WILL BRING A CENTRAL TELEMENTAL HEALTH TO THOSE THAT NEED IT AND ALLOW THE DRAWINGS TO BE PRESCRIBED THROUGH COMMUNICATION BETWEEN THAT PSYCHIATRIST AND THE PATIENT. FOR THOSE REASONS, MR. PRESIDENT, I MOVE THAT WE ADOPT THE GOVERNOR'S FINE RECOMMENDATIONS HERE.
