RATHER THAN AMENDMENT. MR. PRESIDENT, WHAT THIS BILL DOES, WHAT THE SUBSTITUTE DOES, SENATE BILL 133 DEALS WITH THE CIVIL ACTION FOR -- ON THE PART OF A VICTIM FOR HUMAN TRAFFICKING. THE HOUSE ADDED THE PROVISION THAT JUVENILE WHO IS A VICTIM OF ANOTHER SECTION, FELONY SECTION OF THE CODE, 18.4-48, ABDUCTION WITH INTENT TO EXHORT MONEY FOR IMMORAL PURPOSES, BE ADDED TO THAT POSITION AND I THINK THAT WAS A GOOD IDEA AND THEREFORE I RECOMMEND THAT THE HOUSE -- SENATE CONCUR IN THE HOUSE SUBSTITUTE.
