ACLU-VA Immigrants Rights, tracking this bill in Photosynthesis, notes:

The ACLU of VA supports this bill. Currently Sec 46.2-328.1 of the Code of VA denies many immigrants and visa holders from attaining a VA driver's license. Virginia should extend driving privileges to all immigrants that are not unlawfully in the country.
