PRESIDENT, WE AMENDED THIS ON THE HOUSE SIDE SO THAT THERE WOULD BE COMPLETE AGREEMENT AMONG THE STAKEHOLDERS AND WHAT WE DID IS WE REMOVED ALL OTHER TRACK SURFACES EXCEPT FOR THE INSTALLATION OF ARTIFICIAL TURF, AND SO WITH THAT, I WOULD ASK THAT WE PASS THE BILL.

SHE YIELDS, SENATOR. PERHAPS THE SENATOR WOULD TELL US WHO ARE THOSE STAKEHOLDERS? OH, MR. PRESIDENT, FOR PURPOSES OF THE AMENDMENT, IT WAS ALL OF THE FOLKS WHO WORK IN CONSTRUCTION AND THE FOLKS WHO HAVE BEEN WORKING FOR OVER THREE YEARS ON THE PROCUREMENT DISCUSSION. THIS WAS AN ISSUE RELATED TO COOPERATIVE PROCUREMENTS AND THE CONTRACTORS CAME IN AND THEY WERE CONCERNED THAT THIS TURF ISSUE MIGHT LEAK OVER INTO INDOOR SURFACES LIKE GYMNASIUM FLOORS AND OTHER THINGS. THEY WERE TOTALLY SPINE WITH COOPERATIVE PROCUREMENT WITH RESPECT TO TURF BECAUSE A NUMBER OF CONTRACTORS AROUND THE COMMONWEALTH OF VIRGINIA PARTICIPATE IN THAT COOPERATIVE PROCUREMENT, INCLUDING CONTRACTORS AMONG ALL OF OUR DISTRICTS, SO THEY CAN OKAY IT WITH AS LONG AS IT DID NOT AFFECT INDOOR SURFACES AND SOME OF THE OTHER SURFACES IN THE LANGUAGE OF THE BILL, MR.
