Transcript

This is a transcript of the video clips in which this bill is discussed.

Sen. Jill Holtzman Vogel (R-Winchester): SHE BELIEVED THAT SHE OR HER CHILDREN WOULD IN THE SURVIVE THAT NIGHT AND IT WASN'T UNTIL THE VERY END WHEN HE WAS CAUGHT. HE HAD GONE TO TRACTOR SUPPLY AND BOUGHT THREE KNIVES AND HE WAS COMING BACK AND HE TOLD HER, I'M GOING TO COME AND KILL YOU, AND SHE CALL THE POLICE AND THEY CAME AND DIDN'T BELIEVE HER, AND THEY LEFT. AND SHE CALLED ONE LAST TIME AND SAID I PROMISE YOU, HE IS COMING TO KILL ME.

[Unknown]: I MOVE THE PASSAGE OF THE AMENDMENT AND SPEAKING TO THAT. THE SENATOR HAS THE FLOOR. THANK YOU, MR. PRESIDENT. THERE BILL HAD TO DO WITH -- THIS BILL HAD TO DO WITH DOMESTIC VIOLENCE AND THOSE WHO HAVE SOUGHT -- BEEN GIVEN A PROTECTIVE ORDER AND THE GRACE PERIOD 45 DAYS IN WHICH THEY CAN HAVE AN EXPEDITED PROCESS IN
AND NOT THE SENATE POSITION HERE. SO MR. PRESIDENT, WITH THAT EXPLANATION, I WOULD HOPE THAT THE BODY WOULD CONCUR IN THE HOUSE AMENDMENTS. THE REST OF THE BILL IS A GOOD BILL AND IT'S NEEDED, BUT THIS SPECIAL EXEMPTION FOR ONE PARTICULAR INDUSTRY SIMPLY HAS NO BASIS WHATSOEVER. THANK YOU, MR. PRESIDENT. THANK YOU, SENATOR. THE IS RN FROM BUCKINGHAM, SENATOR GARRETT. VERY BRIEFLY, SPEAKING AGAINST THE HOUSE AMENDMENT. I WANT EVERYBODY IN HERE TO REALIZE THAT ALL RAILROADS AREN'T NORFOLK SOUTHERN. IF YOU'VE HEARD OF COAST RAILROAD, THE BUCKINGHAM BRANCH, THE CHESAPEAKE AND ELMORE, COMMONWEALTH RAILROAD, GREEN VALLEY RAILROAD, THE NORFOLK-PORTSMOUTH BELT LINE, THESE ARE ALL SHORT LINE RAILROADS IN VIRGINIA WHO CREATE ECONOMIC OPPORTUNITY IN COMMUNITY THAN ARE OFTENTIMES ECONOMICALLY CHALLENGED AND THE BURDEN THAT THIS AMENDMENT MIGHT CREATE FOR THOSE SHORT LINE RECORDS MIGHT BE ENOUGH TO GO AWAY. JUST LIKE THE COAL TAX CREDIT AND THAT SORT OF THINGS, SOMETIMES A LITTLE BIT OF REGULATORY RELIEF IS THE DIFFERENCE BETWEEN KEEPING INDUSTRY ALIVE AND HAVING IT GO AWAY.

Del. Bill Howell (R-Fredericksburg): ALL IN FAVOR OF THE MOTION WILL. ARE THE SENATORS READY TO VOTE? HAVE ALL THE SENATORS VOTED? DO ANY SENATORS DESIRE TO CH ANGE THEIR VOTE? THE CLERK WILL CLOSE THE ROLL.

[Unknown]: AYES 40, NOS 0. SENATE BILL PASSED WITH A HOUSE SUNDAY. I MOVE WE REJECT THE HOUSE SUBSTITUTE. I RENEW MY MOTION THAT WE REJECT THE HOUSE SUBSTITUTE. THANK YOU, SENATOR. WITH THE RECOMMENDATION THAT THE SUBSTITUTE BE REJECTED ALL IN FAVOR OF CONCURRING WITH THE SUBSTITUTE RECORD THEIR VOTES AYE, THOSE OPPOSED NO. ARE THE SENATORS READY TO VOTE. HAVE ALL OF THE SENATORS VOTED? DO ANY SENATORS DESIRE TO CHANGI R VOTE? THE CLERK WILL CLOSE THE ROLL.
DUNNAVANT SASLAW AND. THE US IN SITS ON SUBSTITUTE AND REQUESTS A COMMITTEE OF CONFERENCE. I MOVE THAT WE ACCEDE TO THE HOUSE REQUEST FOR A COMMITTEE OF CONFERENCE. THE REQUEST HE IS SHALL THE SENATE ACCEDE. ALL IN FAVOR OF THE MOTION WILLS OPPOSED NO. AYE, THOSE ARE THE SENATORS READY TO VOTE? HAVE ALL THE SENATORS VOTED? DO ANY SENATORS DESIRE TO CH ANGE THEIR VOTE? THE CLERK WILL CLOSE THE ROLL. AYES 40. NOS 0. AYES 40, NOS 0. THE MOTION IS AGREED TO. CONFEREES ON PART OF THE SENATE ON BILL 625 NAMED BY THE CHAIRS OF FINANCE ARE SENATOR NORMENT AND SENATOR HAPPINGER
TAKEN OUT OF THAT FUND. IF, IN FACT, THE SECRETARY FEELS LIKE IT WERE INJURE THAT FUND, THEY WOULD NOT HAVE TO TRANSFER THOSE DOLLARS TO THAT FUND. I THINK THIS IS A SPLIT BETWEEN WHAT WAS THE SENATE'S POSITION AND WHAT THE HOUSE HAD AS THEIR POSITION. I WOULD ASK YOU ACCEPT THE REPORT. SHALL THE CONFERENCE REPORT BE ADOPTED? CLERK WILL CLOSE THE ROLE.
