So the State of Virginia is going to train victims of abuse (who are in crisis) to shoot a gun at a “perp”. If the victim then murders said “perp” is the State of Virginia accountable for the murder?

This is a very odd service for the Commonwealth to start providing.

Are we going to buy the gun for the victim next year?

What about the ammo?

It’s like our Legislators are asking these women to do the job of the police, take him down and then all your problems will be over. Except if they murdered the guy just for sport.

This is not how victim/survivor funds should be spent in Virginia.
