Description

Middle school athletics; pre-participation physical examination. Prohibits a middle school student from participating on or trying out for any school athletic team or squad unless such student has submitted to the school principal a signed report from a licensed physician, a licensed nurse practitioner practicing in accordance with his practice agreement, or a licensed physician assistant acting under the supervision of a licensed physician attesting that such student has been examined and found to be physically fit for athletic competition. [Unknown]: IS A RECOMMENDATION TO THE VIRGINIA COMMISSION ON YOUTH, AND BASICALLY WHAT THIS BILL WOULD DO IS REQUIRE ALL STUDENT ATHLETES IN MIDDLE SCHOOL WHO PARTICIPATE IN SCHOOL-SPONSORED ATHLETICS TO HAVE A PRE-PARTICIPATION -- IT'S BEEN A LONG DAY, MR. SPEAKER -- PHYSICAL MR. SPEAKER, THERE WERE A EXAMINATION. NUMBER OF QUESTIONS BY MEMBERS. RIGHT NOW UNDER CURRENT LAW, WHEN A STUDENT ENTERS ELEMENTARY SCHOOL, THEY ARE REQUIRED TO HAVE A PHYSICAL. THE PURPOSE OF THAT IS FOR IMMUNIZATIONS AND THE LIKE. IN MIDDLE SCHOOL, THERE'S NO REQUIREMENT. IN HIGH SCHOOL, STUDENTS THAT PARTICIPATE IN ATHLETICS HAVE TO HAVE A PHYSICAL EXAMINATION BECAUSE OF THE VIRGINIA HIGH SCHOOL LEAGUE REQUIREMENTS THAT THEY HAVE. THE PROBLEM AND THE REASON FOR THIS BILL IS IN MIDDLE SCHOOL, STUDENTS IN EIGHTH GRADE ARE JV STUDENTS -- OR STUDENTS PARTICIPATE IN JV ATHLETICS. THERE'S NO REQUIREMENT THAT THEY PARTICIPATE OR HAVE A PHYSICAL TO PARTICIPATE, BUT THAT NEEDS TO OCCUR BASED ON A STUDY AND INFORMATION THAT THE VIRGINIA COMMISSION ON YOUTH FOUND. IN ADDITION, THIS WILL HELP THE SCHOOLS RELATED TO LIABILITY ISSUES. I HOPE, MR. SPEAKER, THE
SENATE BILL 665 PASSED IS HOUSE WITH AMENDMENTS. THE SENATOR FROM WESTERN FAIRFAX COUNTY, SENATOR MARSDEN. THANK YOU, MR. PRESIDENT. IT MADE SURE TO DEFINE THIS AS ONLY DEALING WITH PUBLIC MIDDLE SCHOOLS AND ALSO PUT IN SOMETHING WITH REGARDS TO THE TIMELINESS OF THE PHYSICALS TO KEEP IT IN COMPLIANCE AND CONFORMITY WITH THE VIRGINIA HIGH SCHOOL LEAGUES.
