Sen. Chap Petersen (D-Fairfax): I'D ASK THE GENTLEMAN, REGISTERED SEX OFFENDERS, IS HE AWARE THOSE CAN INCLUDE, FOR EXAMPLE, TEENAGERS HAD A PHOTOGRAPH OF ANOTHER TEENAGER NAKED THAT THEY SHOWED TO OTHERS.
[Unknown]: IS A RECOMMENDATION TO THE VIRGINIA COMMISSION ON YOUTH, AND BASICALLY WHAT THIS BILL WOULD DO IS REQUIRE ALL STUDENT ATHLETES IN MIDDLE SCHOOL WHO PARTICIPATE IN SCHOOL-SPONSORED ATHLETICS TO HAVE A PRE-PARTICIPATION -- IT'S BEEN A LONG DAY, MR. SPEAKER -- PHYSICAL MR. SPEAKER, THERE WERE A EXAMINATION. NUMBER OF QUESTIONS BY MEMBERS. RIGHT NOW UNDER CURRENT LAW, WHEN A STUDENT ENTERS ELEMENTARY SCHOOL, THEY ARE REQUIRED TO HAVE A PHYSICAL. THE PURPOSE OF THAT IS FOR IMMUNIZATIONS AND THE LIKE. IN MIDDLE SCHOOL, THERE'S NO REQUIREMENT. IN HIGH SCHOOL, STUDENTS THAT PARTICIPATE IN ATHLETICS HAVE TO HAVE A PHYSICAL EXAMINATION BECAUSE OF THE VIRGINIA HIGH SCHOOL LEAGUE REQUIREMENTS THAT THEY HAVE. THE PROBLEM AND THE REASON FOR THIS BILL IS IN MIDDLE SCHOOL, STUDENTS IN EIGHTH GRADE ARE JV STUDENTS -- OR STUDENTS PARTICIPATE IN JV ATHLETICS. THERE'S NO REQUIREMENT THAT THEY PARTICIPATE OR HAVE A PHYSICAL TO PARTICIPATE, BUT THAT NEEDS TO OCCUR BASED ON A STUDY AND INFORMATION THAT THE VIRGINIA COMMISSION ON YOUTH FOUND. IN ADDITION, THIS WILL HELP THE SCHOOLS RELATED TO LIABILITY ISSUES. I HOPE, MR. SPEAKER, THE

I RENEW MY MOTION THAT WE ACCEPT THE HOUSE AMENDMENTS.
