Institutions of higher education; required agreements with law enforcement. Requires all mutual aid agreements and memoranda of understanding required between public or private institutions of higher education and other law-enforcement agencies to specify (i) the law-enforcement agency that has primary responsibility for the investigation and (ii) the procedure for sharing information.
