Del. Mark Cole (R-Fredericksburg): BILL DID, AND THAT IS IT PUTS THE PROPOSED RIGHT TO WORK CONSTITUTIONAL AMENDMENT ON THE BALLOT FOR VIRGINIANS TO DECIDE THIS NOVEMBER.
