Sen. Bill Stanley (R-Moneta): INTRODUCTIONS, AS A MATTER OF FACT
[Unknown]: DAN: THE SENATOR HAS THE FLOOR
Sen. Bill Stanley (R-Moneta): I HAD THE HONOR OF BEING ON A LEGISLATIVE SPAN FOR THE PANEL E VIRGINIA CHAMBER OF COMMERCE. I WAS SO EXCITED BECAUSE I WAS GOING TO BE SITTING WITH THE SENATOR FROM JAMES CITY. LIKE A PINNACLE OF MY CAREER UNTIL THE SENATOR FROM JAMES CITY FOUND OUT I WAS GOING TO BE ON THE PANEL AND HE SENT THE SENATOR FROM BEDFORD IN HIS PLACE. BE THAT AS IT MAY, TODAY IS CHAMBER DAY AT THE GENERAL ASSEMBLY. I WOULD LIKE TO RECOGNIZE THE CHAMBERS HERE TODAY FOR CHAMBER DAY. VIRGINIA CHAMBER IS A NONPARTISAN BUSINESS THAT WORKS AT THE STATE AND FEDERAL LEVEL TO BE A FORCE FOR LONG-TERM ECONOMIC GROWTH IN THE COMMONWEALTH. THEY ARE THE LARGEST BUSINESS ADVOCACY ORGANIZATION IN THE COMMONWEALTH WITH MORE THAN 25,000 MEMBERS. THEY WILL BE HOSTING AT THE OLD DOMINION ASSEMBLY LEGISLATIVE RECEPTION THIS EVENING AT THE RICHMOND HILTON DOWNTOWN AND, OF COURSE, YOU ALL ARE INVITED TO THE MEMBERS ON CHAMBER DAY AND I ATTEND AT JOIN ME IN WELCOMING ASK THAT YOU EXTEND TOO THEM THE WARM WELCOME OF THE SENATE
[Unknown]: THANK YOU, SENATOR. WOULD MEMBERS FROM THE VIRGINIA CHAMBER RISE? SENATOR, THEY MAY BE WATCHING WG FROM ANOTHER ROOM BUT I ENJOYED BEING WITH YOU ALL AS WELL THIS MORNING AND WE APPRECIATE ALL THAT YOU DO TO SUPPORT BUSINESS DEVELOPMENT IN THE COMMONWEALTH OF VIRGINIA. I WOULD ASK THE MEMBERS OF THE
Del. Scott Lingamfelter (R-Woodbridge): UNFORTUNATELY. WE DON'T HAVE RECIPROCITY. AND THERE HAVE BEEN MORE THAN A FEW INSTANCES WHERE PEOPLE HAVE BEEN STOPPED SIMPLY BECAUSE THEY HAVE A CONCEAL CARRY PERMIT. THAT IS AN UNFAIR AND UNJUST HARASSMENT OF VIRGINIANS. AND SO MR. SPEAKER, IF YOU CARE ABOUT THE RIGHTS OF VIRGINIANS, TO PROTECT THEMSELVES UNDER THE SECOND AMENDMENT OF THE UNITED STATES CONSTITUTION, THEN I SUGGEST THAT YOU SHOULD PASS THE BILL.
Del. Bill Howell (R-Fredericksburg): GENTLEMAN FROM FAIRFAX, MR. ALBO.
Del. Dave Albo (R-Springfield): MR. SPEAKER, WOULD THE GENTLEMAN FROM PRINCE WILLIAM, DELEGATE LINGAMFELTER, RISE FOR A QUESTION?
[Unknown]: I HAVE RISEN.
Del. Dave Albo (R-Springfield): THE GENTLEMAN YIELDS.
Del. Bill Howell (R-Fredericksburg): AS MUCH AS I HATE TO SAY THIS, THE GENTLEMAN FROM ALEXANDRIA HAD A GOOD POINT, I THOUGHT. SO NOTWITHSTANDING ANY PROVISION OF LAW, WHY IS THAT THERE? WHAT LAW IS CONFLICTING WITH THIS?
[Unknown]: I THINK THAT THAT PROVISION IS THERE, MR. SPEAKER, PRIMARILY TO CLARIFY, GIVEN THE COMPLEXITY OF THE CONCEAL CARRY PERMIT RECIPROCITY LANGUAGE, THAT'S WHY I BELIEVE THAT THAT LANGUAGE IS THERE. MR. SPEAKER, AN ADDITIONAL QUESTION? YIELD YIELD. WILL THE GENTLEMAN YIELD? I YIELD. I YIELD.
