Description

Issuance of licenses, permits, and special identification cards to certain aliens. Authorizes the Department of Motor Vehicles to issue temporary driver's licenses, permits, and special identification cards to aliens granted "withholding of removal" under 8 U.S.C. 1231(b)(3), also found at 241(b)(3)of the Immigration and Nationality Act, or under 8 C.F.R. 1208.16(c), also referred to as the Convention Against Torture. Roads are safer when drivers have a means to acquire legal driving privileges.
