Description
Virginia Public Procurement Act; bid, performance, and payment bonds; waiver by localities. Authorizes a locality to waive bid, performance, and pay bonding for nontransportation-related construction contracts in excess of $100,000 but less than $500,000 without having to undertake a prequalification process. WE DON'T JEOPARDIZE OUR FUNDS BUT IT DOES -- I MOVE THE COMMITTEE AMENDMENT, MR. SPEAKER. THE QUESTION IS ON THE COMMITTEE AMENDMENTS. ALL IN FAVOR SAY AYE. THOSE OPPOSED, NO. THE AMENDMENTS ARE AGREED TO. THE AMENDMENT IS AN ENACTMENT CLAUSE THAT WE REQUESTED A WANE WAIVER SO VIRGINIA WOULD NOT HAVE TO MAKE CHANGES AND THE DEPARTMENT OF LABOR DENIED IT. WE ARE HOPEFUL THAT MAYBE WE CANrelating to the virginia public procurement act bid performance and payment bonds waiver by localities. Bill passed the house January 23 and subsequently passed the senate with amendments which are before the body.

Del. Ron Villanueva (R-Virginia Beach): Mr. Speaker, the senate amendments include a new threshold cap and sunset date. These are friendly amendments. This is is a jobs bill. I would move that we accept the amendments.
