Virginia Public Procurement Act; bid, performance, and payment bonds; waiver by localities. Authorizes a locality to waive bid, performance, and pay bonding for nontransportation-related construction contracts in excess of $100,000 but less than $500,000 without having to undertake a prequalification process. THE AMENDMENTS ARE AGREED TO. THE AMENDMENT IS AN ENACTMENT CLAUSE THAT WE REQUESTED A WANE WAIVER SO VIRGINIA WOULD NOT HAVE TO MAKE CHANGES AND THE DEPARTMENT OF LABOR DENIED IT. WE ARE HOPEFUL THAT MAYBE WE CAN
